Pare was retained by the Quonset Development Corporation (QDC) to prepare a pavement management study that consisted of inventorying and assessing approximately 26 miles of local and access roadways within the Quonset Business Park. 

Pare performed an inventory of the roadways, identified conditions, compiled a priority list, determined the appropriate repair method, and developed a phased plan (both short-term and long-term) for future improvements with a corresponding budget costs over a twenty-year period.

As an additional task for this project, Pare was asked to prepare final design plans for pavement resurfacing improvements to Callahan Road, Airport Street, and Dillabur Avenue.
