A New Vision for the City of Lowell’s Lower Locks

Pare recently completed a structural analysis and “Vision Plan” for the City of Lowell of the c. 1823 Lower Locks, which run through the historic downtown business district. Pare completed a visual inspection of the canal, assessed the locks, performed a subsurface investigation, and conducted two community charettes. Using this information, the project team compiled a report that outlined structural repairs, potential future improvements, and suggested revitalization opportunities.
